Make them pay

The recent excavations in Marcham Road, Abingdon, which overran, caused thousands of hours of delays to vehicles and consequent wasted costs.

Average delay half an hour for a week for 300 vehicles an hour is 6,000 hours at say a nominal £10 per hour is £60,000 and may well be more. This was apparently caused by sewerage work for a developer.

Surely the responsible council body could agree a reasonable time for the work and then include a liquidated damages clause of £1,500 per hour (calculated from the above assumed figures) for any overruns.

This would surely concentrate a few minds and ensure that a proper amount of plant and skilled labour was allocated to the job.
